    Go shopping for cash with debit card

    MUMBAI: It may be just a matter of time before shopping malls, petrol pumps
    or even your neighbourhood grocer become your ATM.

    The technology is well in place and if the RBI gives the nod, you can soon
    use your debit card to withdraw cash from a shop, and the amount will be
    directly debited from your bank account. Better known as "cash-back
    facility", Visa, the world's leading payment brand, is sounding out banks
    on the product, which could cut their transaction costs.

    "As far as banks are concerned, it's a cheaper option to invest in an
    electronic data capture terminal (EDC), which costs around Rs 15,000,
    rather than lakhs on an ATM machine. However, the introduction of this
    facility would be subject to regulatory clearance," says Santanu Mukherjee,
    country manager-south Asia, Visa International. The cash-back facility is a
    big draw in advanced markets like the US, UK and Australia.

    "In most regions in the US no charge is levied on the customer. Cash-back
    facility is normally allowed up to $200. However, each merchant has its own
    policy. Large merchants generate huge amounts of cash, which have to be
    tallied and then deposited in the bank.

    The facility helps the merchant to manage his cash component better," says
    John Krege, senior VP-consumer products, Visa International.

    Banks are looking at approaching the RBI as it will help bring down their
    transaction costs. "The cost of transaction will be lesser than that of
    ATMs.

    Costs came down with a shift from branches to ATMs. It can come down
    further with the cash-back facility. The number of outlets that can
    dispense cash will also multiply. One of the major use of ATMs has been
    withdrawal of cash," said V Vaidyanathan, senior general manager, ICICI
    Bank.

    The cash-back facility can be used only in EDC terminals and not with
    manual machines. The facility, however, is used more with debit cards
    rather than credit cards as the interest rates on withdrawal of cash from
    credit cards is very high. Currently, some private banks offer cash-back
    facility to foreigners using international debit and credit cards.

    "The scheme is on offer in some of the off-site tourist locations where
    ATMs are not there and is available only to the international traveller. It's
    offered more by travel agents and some hotels that have deployed EDC
    terminals," said Hemant Kaul, president, UTI Bank.
